Multi-Language site

Hi,

I want to have bilingual site in French and English. I review many thread about the subject, I think most of the case is to use a plugging.

I want first to explain my possibilities.

first of all I think I will have it french (using the french CP language pack) for the beggining and then have an english version later.
in this case using a pluging later can cause an issue because the site is already in French.

then i was thinking of a second option,

I already Have 2 domain name(one for english one for french) and one host.

could it be possible to have 2 installation of WP one with the english theme(english domain) and the second with the french them(french domain) but both poinitng to the same DB. can this be done also separately this mean, french for the beggining and then have an english version later.

any other suggestion will be appreciated.
