No way to submit ad once your choose your area

When a user tries to sign up for my classified ads site, they enter their username and email address, recieve their activation link, log in and choose the area they want to place their ad for. The problem is, there is no "submit" button or any other button that allows them to proceed with their ad registration. Please advice asap!
