Paypal payment not working V3.04

Hi,

My CPV3.04 in running in Chinses,since I decided to make some income lately, so I apply a paypal normal
account, and it's already verified.
But every time I try to pay it returned
"Data does not match input character set or default encoding. For more information, please contact the merchant."
and
"At this time, we are unable to process your request. Please return to payment@xxx.com.hk and try another option."
in paypal website.

What and where should I look in to ?
