Pricing Modifier - Is it Backwards?

I'm doing Membership Packages, 25% off ad listings, 50% off ad listings and 100% off ad listings. I think it's backwards, or at least doesn't read how I want it to.

25% off settings:
% Discounted Price
Price Modifier - 25
Checkout shows the final price of a $10 total is $3.75.

Obviously that's the amount that should be taken off the total. Now if I use 75 as the price modifier the price shows correctly. But it says "75% of Price" on the checkout page and that's a bit misleading even though the pricing is correct.
