problem with tags and posts while using /%postname%/ with hebrew charactures

Hello,

I recently install classiPress in the server and play with it before going online.
I have some problems with hebrew characters while define Permalink to /%postname%/ - the tags and the posts are not been shown.
if I change to post_id the posts did apears but the tags aint.
I tried to search the forum and did not find any solution that worked for me.
will be happy to receive help.
