Search Box and Refine Results

Is there any way to achieve the following:
1) to set a Search Box to keep 'All Categories' as default on every category/subcategory page,
2) Refine Results always do search within All Categories no matter what category is selected in Search Box or what category/subcategory page you are.


Noticed that once you get to any category page, the Search Box automatically changes the category to search within. In addition, Refine Results searches only within the category you are at or category you have selected in Search Box. You know, the Refine Results shows all possible options across the site but searches only within selected category in Search Box. In order to get results from all site, any user must first select Search Box to search 'All Categories'. Many users may not notice that, keep doing Refine Search within selected subcategory and always get fewer number of results or "no results found'.

I would like to fix it by achieving those two goals.
