"Destination URL" on Store Page - Can't Use Relative URL

As in the header, within any store page the "Destination URL" is being forced to be an absolutely url, http://www.sitename.com and will not allow relative urls like //www.sitename.com or www.sitename.com. This is an issue when handing off from https, or ssl enabled sites to non-ssl enabled partners since header information can be lost going from https to http and using a relative url with the //www.sitename.com is the fix to this per several affiliate networks that don't yet support https!

What field or file can we edit to remove this requirement out of this store page field?
