Post an Ad - can not get to the ad after they choose a membership pack

When I Post an Ad, Step 1 Submit your listing works, Step 2, Purchase a Membership Pack works (Can I take this out since for now all ads will be free?), then you go to proceed, it shows Step 3
Your order has been completed and your membership status should now be active.
Visit your dashboard to review your membership status details.
Membership Pack: Free Ad
Membership Expires: April 22, 2012 4:05 am
Then it stops and will not let you continue with your ad.
If I try to make so the membership pack is not required, it does not work. If I do make it required for a membership pack, then it stop on Step 3 and they can not get to the ad they want to post. Thanks.
