Cancel negotiations issues

Hello everyone,
Iam testing hirebee site and i have the following situation:
the freelancer refuses the conditions of the employer : notification is sent to both

BUT the employer can still continue the negotiations.

Is that a normal process ?

Also when the freelancer cancels negotiations, a message pop up : you declined…but you offer is still on the table.

How can the freelancer withdraw his proposal ?
