feature leads freelancer??

feature leads freelancer??
when submitting a proposal as a freelancer, there is an option for "feature lead"
but when I click this (which is currently set to use 1 credit) - nothing happens - the project looks the same as all the others
why would someone proposing to an already saved project need to set it as a feature anyway??
