    Paypal gateway set to charge fees to secondary receiver (Freelancer) does not work

    With Paypal gateway in both sandbox mode and live payment mode, when the primary receiver is set to pay the Paypal fees in Payments > Settings > Paypal everything works fine. When we switch the fee payment option to charge the secondary receiver (Freelancer), the employer is no longer able to fund the project. Escrow is enabled.

    The error message shown in Payments > Orders > Order# is : The following error ocurred while trying to make the pay request: "User is not allowed to perform this action"
    The error shown in the browser : There was a problem processing your order. Please try again later. If the problem persists, contact the site owner and refer your Order ID: 456

    Why would this be happening? Are there other settings that I need to change in order to pass the Paypal fees over to the freelancer?
