CSS in Internet Explorer, can't change colors

Hi,

I changed the colors in the blue.css and the style.css files. Looks fine in Chrome but in Internet Explorer (9) it keeps displaying in default. In the css files I can see multiple lines for different browsers including IE10+, but what about previous versions. Nobody has IE10 yet.

How can I use other colours on IE 8 / 9?
