Allow Job Listers to view resumes - how to implement

When creating a job pack, there is an option to give the job lister access to resumes. I can't figure out how to get this functionality to work, however. It seems like no matter what I do, anyone who signs up as a job lister can see resumes. I've tried changing the settings for Resumes in the Job Roller Settings, but no matter what I select, anyone can see resumes. If I install the User Role Editor WP plugin, I can make it so that no job listers can't see any resumes, but that's not helpful either. What should the settings be so that this works properly?
