Applications not being counted - Non registered job seekers

Is this by design? We have our site set to allow applications from unregistered email addresses. We are using the FXtender plugin. When a registered user applies to a job, the application count increases for the job, however when someone is not registered that application does not increment the application count nor show up in the employers dashboard. The employer does get the appication, but nothing is showing in their Dashboard.

This is not good. I will not require that a job seeker must register to apply to a job. Too many will bail and just not apply.

Is there something I am missing or would this require more custom coding??
