Featured Jobs has never worked on my site. How do I even set it up?

Hi,
I'm quite envious of people who have 'featured jobs' separate from the 'latest jobs'. How is it even set up? I've never posted in this forum about the issue
because I thought it was due to the fact that my site was all free.

But now I've opened a second site and want to charge for postings, and I can't seem to figure it out in either job roller or the FXTender Pro plugin. In that plugin there is a spot to 'make all jobs featured' or not. Toggling this has no effect either.

My dream is to some day be able to offer free postings and only charge for featured jobs. Can anyone help me to realize my dream
