Job Alerts Not Received

Job alerts are not being sent on my site. I have read through the threads here and:

1. Installed the WP-Mail-SMTP plugin.
2. Tested the plugin and it works.
3. Tested the "Send Test Job Alert" and it works.
4. Set up a test job seeker account.
5. Set up an alert in that account with the single keyword "marketing" and nothing else selected.
6. Checked the RSS URL and it works.
7. Job Alerts are set to Batch Size=100, Job Limit=100, Recurrence=Once Hourly
8. No alerts are being received.

99.9% of the jobs on my site with 400-500 new jobs per day are imported as admin via the WP All Import plugin.

I have the latest production version of JR installed with about 12 plugins.
