Right sidebar widgets pushed down to very bottom of page

Hi, when viewing my site with IE 8 I see that all the right sidebar widgets are down on the bottom.

Note: I believe it is because of a little line of code (needs to be removed) located directly under the Apply Online hyperlink on the left bottom side of the page that looks exactly like this. -->

Firefox is no problem, however, I still want to be able to locate the file that would have this present. Any ideas as to which file it may be associated with?
