Edit the "no listing found" search result page

Is there a way I can edit the no listing found when a search result doesn't return any results?

For instance. Below where it says there is no listing found, I would like to be able to add a page with instructions on what to do if there is no listing available and then provide a link and maybe a video.

Also I would prefer to just have 1 search bar because I am creating a niche directory for attorneys, so ever listing will be an attorney. I really just need the location search bar for state and or city. Is there a simple way to remove the first search bar and just leave the second?
