"Near" search problem in Latin America

I am having a couple of issues in getting the Vantage theme working for a country in Latin America which unfortunately has a lack of updated/quality google mapping and address.


Because of this the Vantage "near" search function is completely ineffective for some cities, one of which is my primary target.


Here are my questions:


1. Is it possible to have the location search pull up listing based on text in the actual address field?
Meaning if address is "City 1" if they search "near City 1" it pulls up listings matching that name not the map geo location.


2. Because the city names are off on google maps when you search "City X" nothing comes up because Google has it listed as "City Y", can I set a function that says when people search "City X" it pulls results for "City Y"?
