Only one form will show up per category
I have one form that I created for all categories, which includes things like listing an email address etc. Then for my location categories I'd want to a pull down for more specific location information. For instance picking a borough in NYC. I've assigned both forms to NYC category the general and the Borough, but only the Borough form shows up.
I'd rather not put the information request items from the General form in the NYC specific form because if someone clicks both NYC and the New York State category they'll suddenly have things like the email field twice. (Not to mention the extra work that would involve.)
Is this just normal? Or is this a bug?

I haven't put an NYC listing in yet, but there's one in IL where I only solved the problem by turning on multiple location categories.
