Related ads not really related...

This question has been asked before, but no answer was given

So here we are again: the so-called related ads displayed on single ad pages are not at all related to the ad displayed, they are totally random. When you have other ads in the same category, you expect them to be displayed as they are related to the ad displayed, but this is not the case, the script displays ads from all categories instead Is there a way to fix this?
Ideally, the script should work as follows:
1. if there are ads in the same subcategory, then they should be displayed as related ads
2. if there is no other ads in this subcategory, then display the ads belonging to the same parent category
3. if none of the above works, then display random ads.
