Citywise Listings With description - SEO Friendly URL

Hello,

I want something like this:

URL: mydomain.com/shops and offices/alabama or mydomain.com/shops and offices/chicago or mydomain.com/shops and offices/California

And the content on that would be something like:

featured listing 1

featured listing 2

featured listing 3

normal listing 1

normal listing 2

normal listing 3

normal listing 4

followed by a short description of 150-200 words.

What could be the solution? Using listings category doesnt seem like solution because it give longer URL.
