Owners adding extra Listing Categories - after purchased

Dear all,

Just about to go live so any feedback/help would be massively appreciated. I did search on this, but only found something from a 2 years ago.

I can create a listing on behalf of a company and make it claimable. When the end user claims the listing they are able to edit the profile, but they can not edit the "Listing Categories" is there a way to allow the listing owners to be able to edit the Listing Categories?

I have set price plans to 9999999 categories, but still the end user is not able to add/remove. When claiming a listing, only top level categories are shown.

I do not mind all users selecting as many categories as they want, but currently, it seems locked? I am not charging per categories so any thing just to allow an end user to change (add/remove) as they wish the fix i need.

Please can anyone help?
