.po and .mo files not working

Please , I need some help in translating my site into Arabic Language :
1- I download .po file of English from language package .
2- Convert .po into Arabic file named vantage-ar.po via po-auto-translator .
3- Convert vantage-ar.po into vantage-ar.mo via online tool http://www.matspo.com/online-getext-converter/
4- I uploaded vantage-ar.po and vantage-ar.mo into path of (public_html/wp-content/languages) .
5- I opened wp-config.php and edit this line to be -> define('WPLANG', 'ar');
Please , I want to translate strings like title , description and other strings in forms of listing and events , But when I uploaded the .po and .mo files , There was nothing change .
Please , How I should do to do ?
