Select multiple counties/states per user

Hi there

My client is asking can he set payments plans to incorporate multiple regions/states/counties per ad?

For example plan 1 allows selection of 3 counties (Dublin, Kerry, Cork) as well as the standard multiple categories
Plan 2 allows selection of 5 counties
Plan 3 allows selection of 10 counties and so on.

Then when someone visiting the site uses the the search function "Near" it will return that listing for the selected counties.

Is this possible?
