Using Stars for Member Level Page Ranking - Instead of Rating

Pricing Example
Featured Listing: $499
Five-Stars: $399
Four-Stars: $299
Three-Stars: $199
Two-Stars: $99
One-Star: Free
Right now this can only be done manually.
1) Modify the child them and call stars something like "Member Level".
2) Change "Reviews" tab to something like "Member Status"
3) As admin add one review per listing that says something like "Company XYZ is a Five-Star Member!"
4) Remove ability for anyone else to rate listings.
The system already has the option to sort listings by star rating!
