Make homepage into html page, instead of standard or directory layout but keep theme

I have a number of classified ad sites, but I would like one site to introduce all the different classified ad sites.

I would like to use the same theme and css, but I do not want to include the user at the top of the site to be able to register or login, not be able to create a classified ad and I do not want my homepage layout to be standard or directory style.

1. Can I make my homepage to be a regular page, just like a html page, and not use either standard or directory layout?

2. Can I take out the option that a user can register and login? I only want the admin to be able to login.

3. Can I take out the parent, child links - Home » Contact Us, Home » About Us etc.
I tried to take this out in, Appearance, Editor, now it shows a line like –. Could I get the line out?

4. Now, the home link shows on the footer links, Home Privacy Statement Terms of Services Recognizing Scams Avoid Scams
The home link will show the homepage in standard or directory layout, I want it to show the html introduction page that I am not able to make in my homepage.
