WHO IS RECOMMENDING Plugins At APP Themes And HOW?

Please tell me who the person is, who recommends plugins here at APP Themes? And please explain to me how this person determines which plugins get "RECOMMENDED"? Thank you.

Recommended plugins are the ones that are officially tested by the AppThemes Development and Support Team. An extensive testing is usually done for a certain plugin before AppThemes mark it as recommended.
