In the first ad, the ad scrolls down as I move the browser down.

In the second ad, the ad slides from the left and when the close button is clicked, it slides back in.

I want to implement these ads on my classipress site. Please suggest how I can achieve the same. Thanks.

The link is pointing to the wordpress forum and probably you are referring to this WordPress › Advertising Manager « WordPress Plugins. However, as I understand it the OP just want to implement a floating div for the ads.
