Not working

A user just paid to bump ad and nothing happened and I never even got notice from site or paypal. I verified that it was paid in my paypal account.

So I 'bumped' the ad manually for user but it still didn't move it to top of results.

I also "featured" it and it is below other featured ads that were featured earlier.
When someone bumps their ad it needs to go to top of results.
