Add New Listings Drop Down Main to Subcategory

How do I make a subcategory drop down when a customer adds a new listing to my site, this long list that a person has to scroll through is really annoying.. has anyone implemented this in their site that they could share the code... all my subcategory will be the same across the site...just the Main category will be different.

Main Category - City /this will be blocked from customers posting in/
Subcategory - Type of Vendors / I need this as a second choice to pick when adding a new listing /
