Thread: I need to show all catagories on the front page parent and child. My Index.php empty?

I need to show all catagories on the front page parent and child. My Index.php empty?

I am building a site for a client the site is almost done and I just noticed that Parent catagories are showing but the sub or child catagories are not on the front page. I checked the forums and found a post that said to modify the index.php but when I tried to do that it says that it is intintionally empty to avoid catagorie browsing???? Not sure what to do
