Payment Integration and Email Integration

How does pricing for featured ads work per category and where are they displayed? Is it similar to Kijiji, having the paid ads featured at the top of each category in rotating cycles?

For example when I set (Charge for Listing Ads to [No])when I am in the [General] section within the (Pricing Options Tab) from admin and than click on the [Pricing Model] tab and than set the (Price Model to [Fixed Price Per Ad]) will this charge for every ad posted with these settings even though I set (Charge for Listing Ads to [No])? Or will they have the option to Pay to Feature within a category as well as an option to Pay to Feature on the main page of the website? This information is crucial to me because I want to launch my website within the next 2-4 Weeks and have it fully functional without confusion from visitors coming to my site who all of a sudden have to pay to put an ad up, when all I want is that option to pay to feature an ad.

If there are settings to have ads listed and active for free while giving them the option to feature within the category for a price as well as a seperate option to feature on the main page for a price, than please let me know which settings to activate within the themes functions. I think that you will answer a lot of other peoples questions by providing a thorough answer to this response.
