Testing site/ problem with ad renewal

I am working with PayPal Sandbox and that may be what is causing the problem. I have 2 issues (and I am a newbie )

1-When the ad expires it says on the public site- Ad has expired. I do not want that, I want it to change to draft status and be removed from the public listing but still available for the poster to renew. I've looked all over the settings etc. and cannot find how to do this.
2-When the ad expired - it said on the poster's Dashboard- Live until 15:57. So I waited until then but the ad was still on the public site AND there was no renewal link on the poster's Dashboard. In addition, the poster could change the expiration date without paying again.

My settings are:
Allow Ad Editing: Yes
Allow Parent Category Posting: Yes
Ad Inquiry Form Requires Login: No
Allow HTML: Yes
Allow Ad Relisting: Yes
Show Ad Views Counter: No
Show Gravatar Thumbnail: No
New Ad Status: Pending
Prune Ads: Yes
Cron Job Schedule: Twice Daily
Ad Listing Period: 7
