    how to show "apply to project" button only if skillset matches

    how to show "apply to project" button only for those freelancers if the project required "skills" and the freelancer "skills" matches ??

    for eg i have a project posted with skills "PHP" and a freelancer with skills "photoshop" should not be able to apply for it. only freelancers with skills "PHP" should be shown the "apply to project" . is it possible to do it that way?? any help would be appreciated
