Why is the "Apply to Project" button redirecting me to Dashboard?

Hello,

We are currently testing the site and it appears the "Apply to Project" button is redirecting the user to his/her dashboard. A comment is then displayed on the screen stating, You Cannot Apply to this Project. Secondly, when entering Hirebee -System Info- and clicking on the create-proposal link(required page) we are redirected to Dashboard so we are not able to view the create proposal page at all. FYI, we have attempted to "apply to project" in our testing from a device not being used in the theme/site set-up process. My question is what needs to be done in order to properly activate the "apply to project" sequence and why are we being redirected to Dashboard at the moment?
