Why do people listing jobs also get free credits?

Can anyone please explain why people that list a job get free credits??
For site users that list a job, this is very confusing since they can only use those credits to list jobs.
When someone submits a job listing, and want to show it for example featured on homepage, they have to pay for it for example by bank.
The credits part should be seperated and be used for freelancers. When a person that hads submitted a job wants to bid on a listing and the role changes to freelancer, only then should they get the credits.
