Resume My Dasboard attachement

When Job-Seeker Apply on Jobs they add resume and apply which send resume to Job Lister
My question is job seeker not adding a resume to their profile all the times and I want if they apply for a job if their resume is not attached to their profile previously the resume should link to their profile and send a copy to Job lister as well so in this case Job-board online database will increase and it will help us
Or if there is a way when they apply page should redirect them to attach a resume to profile and after they get access to apply for jobs or the people whos resume are not added in profile can't apply for jobs until they fill up their profile with resume attachment
