Browse/view resumes visibility better integrated with the backend role visibility options

I have been testing Browse/view resumes visibility on Setting --> resume --> resume options. but It doesn't really work.
I just want to everybody can Browse resume listing. but make detail view for not free. therefore I setup browse resume listing "public" and view resume "job listers". I even tried all "public" but it keeps saying "I don't have permission".
I want to employers see the list first and buy for viewing detail resumes.

Am I missing something? I even checked cache and disabled plugin, child theme.

Any tips?

and I am testing "Usage Limit" for job plan. if you buy 5 Usage Limit job pack and used 1 time, then it would be 4 left. But whenever I post a new job, it never shows I have 4 left. it keeps going to new payment page.

Usage Limit
This setting determines the number of times the plan is selectable by the same user. Setting a value greater then 0 will limit the times the plan can be selected. After a user reaches the limit, the plan will be hidden from selection. For the “Basic” plan we’ll set it to 0, so the plan can be selected unlimited times.

Does it mean "selectable" is when you purchase this job plan?? if so, why it needs?? I think it should be amount of jobs that you can post.

Am I missing something again? please let me know..if you have any idea.
