Adding comment to 'Tags' field when creating/editing listing

I just released my site and had 2 new listings entering tags the wrong way (i.e. separated with spaces or ';').

End result is that one extra long tag is created, which is useless and can clutter my Most Popular Tags (not many listings yet).

So I'd like to figure out a way to add a comment next to this field explaining to use comma separators.

How can I do this?

Also is it possible to automatically replace ';' by ',' (only when entering tags) via filter/hook?
