How to remove top panel (login/register/welcome) for Contributors

Completely remove the top panel (login/register/welcome) just for Contributors & Guests (just them).
(I know it's a PHP issue)

I'd prefer a small "text" type ("Login/Register" - Login/Logout) such as there is at the top of this page.

But, I do like to use the panel myself.....(for easy access to the Dashboard)
So, because....
It's not all that attractive for visitors, because it's never seen except on Wordpress sites, and because I already have a Login / Register link at the top of my Main Sidebar on my Home page.
I like the format that's at the top of this page best.

But...however....never the less.....It would be nice if the "strip" (or something) was there for use Exclusively for Administrators in order to access the Dashboard.

I know I can't have it all.....but sometimes.....I try.

Has anyone done something like this?

Any ideas?
