Language Translation

I have followed instructions from provided link: http://www.appthemes.com/support/languages/ having a correct folder structure and naming convention, still the new .mo file located in wp-content/languages/themes/vantage-ro_RO.mo containing new translated content, is not showing translated text on website.
I have also edited the wp-config.php file adding ('WPLANG', 'ro_RO');
Is there anything else that we shall do to have our website translated ?
