Require Registration for Job Seekers to Submit Resume

I have used Jobroller for years and recently updated updated to 1.8.2. I have it mostly configured, but recently noticed that Job Seekers are no longer required to registerer to submit a resume http://jobboard.glga.info/submit-resume/. I want Job Seekers to register before they are even able to view the "Post Resume" page. For instance, if they click "Post Resume" button, it would automatically redirect them to the Login form page.

I have the Admin>Settings>Resumes "Enable Job Seekers to Register" clicked. It has to be something else. I have to be missing something.
