SEO for Vantage

I'm looking for a theme that is a directory for multiple cities.
The major issue I have with my current one is the URLs for SEO.
Is Vantage capable of being built with the following
www.example.com/syney/businesslisting name
www.example.com/melbourne/businesslisting name

The theme doesn't manage locations in this way (unless you created the actual locations as categories), otherwise you'll likely want to look at a WordPress multisite setup and essentially give each location its own instance. Thanks.
