How to set-up package and membership

Hello,

I was wondering where I can find more information on Ad Package and Membership?

I want people to be able to place their ad and have 3 options open for them when placing their ad:

1) Place an ad in any given category for $x
2) Place an ad in any given category and have it featured for $Y
3) Place an ad in any given category, have it featured, and for admin to insert links for $Z

I am confused as how to achieve that? What are the correct setting for pricing, packaging, memberships and so forth? Any helps would be much appreciated.
