Include web link for certain categories

I'm designing a site for a company in Mexico who is starting a classifieds magazine and website with a speciality in cars.

There is a site run by the Mexican government that allows people to enter the information of the car they are about to purchase to see if it is stolen. http://www2.repuve.gob.mx:8080/ciudadania/

I'm wanting to force this link to show up on all posts that are under the "vehicle" category and any other subcategories under that category. I'm hoping that it will stop people from trying to post stolen cars on the site if they see the link and that it will give people some reassurance that they can double check the car's history.

Is there anyway to do this?
