    [BIG BUG] Surcharge of Categories does NOT APPLY when editing a listing (now free)

    Just ran into a big issue with surcharges and multiple categories...

    For the devs:

    1. Create a plan (free or paid)

    2. Make all categories have a surcharge amount.

    3. Create New Listing > Select Plan > Select Categories (which all cost extra/surcharge) > Complete New Listing > Pay/Free > Approve Listing

    All is well...

    However, that person can now login > select an active listing > edit listing > can select as many categories as they want, without having to pay.
