Featured Listings; how does Vantage know where to draw the line?

Hi folks, this may seem like a series of dumb questions and I am not even sure how to ask it, but here goes.

My site will list businesses from everywhere in the world.
We will charge people to have their listings "featured".
We will charge even more for people to write advertorial articles/posts on their own.

Situ: Lets assume that 30 ppl pay for Featured Listings on my site from Toronto for one business category all on the same day.
Question: Will those featured listings only show up when a search is done for Toronto in only that business category (as opposed to another city); or all searches for Toronto regardless of category; or just all listings in general on the home page?

Situ: I am a visitor from Moscow, looking for listings in Moscow.
Question: Will the site automatically default to my city as my starting point? (ie: does it know already what country/city I am logging in from and opens my home page listings based on that?)
Question: If not, what will appear, why, and what can we do to make it geolocate by default to the visitor's location?

Situ: Once someone pays us to guest blog, we want them to autonomously use their business listing profile to create an article and post it without our monitoring it.
Question: can this be done? If not, is there any plug in or something we can use?

Sorry I had more than one question but if AppThemes had a live chat feature I could simply ask someone of this. Or is there a chat feature for tech support and I'm just blind??
