URL setup for states

Hello,
My site is primarily based in one state (in Australia) and I want to be able to distinguish between items posted in other states, when that starts to happen.
From an SEO and management point of view should I have www.domain.com/nsw/item/blue or www.domain.com/item/blue/nsw?

Is there a plugin for this or do I set this up in permalinks?

Any other advice or shortcuts?
