Is this the default for creating Ads in 3.0.5.3?

I am just getting back into experimenting with 3.0.5.3 again and am running WP 3.1.

I set standard users as Contributor after Registering and specified that they can Edit their own ads. But that Ads need Admin approval before they can be public even in the Free sections.

When I log in as a User and create an ad in the User Dashboard I see the new ad as pending approval BUT the ability as a user to go back and Edit the Ad is no longer there.

I remember in earlier versions of CP that I could still review the Ad and change or add new things and re-submit the changes while pending approval of the ad.

Is this the way CP 3.0.5.3 now works by default?
Once you have submitted an ad and you get the "Awaiting approval" notice even while logged in as that user that you cannot change anything about the Ad until you get it approved by the Admin?

As a User this is a frustrating feeling that I don't see a preview with the pictures and final page formatting applied and can't change what I see in a Preview.
